Virginia law (Code § 3.2-6548) requires that no director, operator, staff member or caregiver of any shelter may have been convicted of animal cruelty, neglect or abandonment. The Stafford SPCA will not consider employing, or allowing anyone to volunteer, who has been convicted of any of these or related crimes.
